THURSDAY, AUGUST 2: ?Tying the knot? takes on a different meaning in Indian culture today, as Hindus, Sikhs and some Muslims celebrate Raksha Bandhan. Literally meaning ?binding protection,? Raksha Bandhan calls all sisters to present their brothers with rakhi, bracelets of sacred thread, in exchange for his continuing vow of protection. By tying this bracelet on her brother?s wrist, a sister is promised a shield in times of need; the sister is promising to pray for her brother with intentions of well being. (Wikipedia has details.)
But wait! ?Sacred thread?? This year, the Times of India reports that famous cartoon characters are featured on many rakhi: Spiderman, Harry Potter, Tom and Jerry, Hanuman and more are flourishing in rakhi shops. One of the hottest new styles is a tiny teddy bear loaded with music and internal lighting effects.
In one news story, the Times of India quoted a merchant marveling over the explosion of designs: Not long ago, rakhi were fairly simple, but now ?we have rakhi made of gold and silver, artificial diamonds, pearls, stone work, chandan (sandalwood), Rudraksh (evergreen seeds usually used for Hindu prayer beads), lockets and tiny statues of gods. Apart from these, the markets this year have rakhi of various cartoon characters from Ben10, Spiderman, Ninja Hattori?to many others. You name the cartoon character and they are here on your wrist.?
That?s a long, long way from beautiful wrist bands of colorful thread or simply woven fabric strips!
So, let?s return to the traditional expressions of this festival: Sisters awaken on Raksha Bandhan having prepared a spread of sweets in advance. Following a sacred bath and prayers, a sister presents her brother with the rakhi; she wishes blessings upon him. (Learn more at Festivals of India.) In return, a brother gives his vow and presents his sister with an envelope of money or other gift. Following the exchanges, siblings feed each other sweets and celebrate their brother-sister bond. Since its origins, Raksha Bandhan has evolved into a general holiday of harmony and brotherhood, welcoming male and female cousins, friends and even members of the same congregation or temple to exchange rakhi and vows today.
Rakhi can easily be made with thread and beads (get instructions here), but for most Indians, the tantalizing array of multicolored, glimmering rakhi for sale are too good to pass up.
For more than 32,000 prisoners in the prisons of Madhya Pradesh, this Raksha Bandhan means hope: Visitors have been allowed in past years on this holiday, but the department of prisons has decreed that prisoners are able to receive rakhis by mail in 2012. For prisoners serving a sentence far away from family, this new rule offers renewed potential for strengthening family bonds. (The Times of India reported here, too.) What?s more, the postal department has issued specific rakhi envelopes this year. Since Raksha Bandhan often falls during the wet, humid monsoon season, representatives say that the new options are tamper proof and waterproof.

The NY Times reported last week that Apple is considering taking a significant stake in Twitter. It observed that it might do so because it ?has stumbled in its efforts to get into social media.? I found that observation odd. I follow the social media space pretty closely and can recall no effort on Apple?s part to get into social media other than to provide a hosting podcast hosting platform via the Apple iTunes Store.
Further, you have to wonder why the Times thought a traditional hardware maker should try to play in the social network space.
That being said, I think Apple would be wise to take a stake in Twitter and Twitter should welcome the investment, but I see the story as more complex than the view expressed in the Time article.
Earlier this month, I wrote a piece?in which I included?? Apple, along with Facebook, Google, Amazon and Microsoft as consumer technology?s Gang of Five. Each of these companies aspires to give other Gang members a bit of a run.
The word Gang sounds tough, but I chose the word, because sometimes the game is more about turf than absolute victory.
Take, for example, the 2009 introduction of Microsoft Bing. ?Some people dismissed the move as too little and too late to damage arch-rival Google. No one thought Bing could ever eclipse google Search, and that estimation is probably true.
But I don?t think that?s what Microsoft was up to. Bing took in $1.5 billion last year. Where do you think most of that revenue would have landed if there were no Bing? Bing is still growing year-over-year. Each year, it?s thorn gets just slightly sharper in Google?s side. Meanwhile Google has to put it?s attention on other thorns from other Gang of 5 members.
They all do. Apple and Amazon do a lot of business with each other. But iBooks and eBooks are head-to-head rivals as are Kindle Tablets and iPads. Google and Apple were allies for five years, then both went into the smartphone business.
An on it goes.
For the Gang of 5, it doesn?t matter if you started life as an operatig system company, an online bookstore or search tool, a social network or a desktop computer company. It doesn?t matter what your historic core competency once was. Now, you need to compete on all fronts. You don?t need to win on each of them, but you need to play and successfully get some market share.
In my view Apple is in an extremely strong overall position. But it has a weak spot. Not only has it never even tried to be a social media company?being social, or transparent or remotely conversational does not seem to be part of the company?s DNA. It never has been and perhaps it never will be.
But it needs to be a player in the complex maneuvers and counter maneuvers that comprise the field on which it plays. Taking a stake in Twitter is a smart move if you ask me. It may not add a single gene of social to Apple?s culture?but it allows itself to play in a very strategic and viable game.

Does your local library offer e-books for loan? It might. But if you aren?t sure, you aren?t alone: According to a report from the Pew Internet & American Life Project, 12% of e-book readers have actually borrowed an e-book from their local library. Why the low percentage given the popularity* of digital readers? The likely answer is that the service is relatively unknown:
?Approximately, 75% of US libraries lend e-books but 62% said they did not know if their library offered that service. Some 22% say they know that their library does lend out e-books, and 14% say they know their library does not lend out e-books.?
There are also issues with compatibility?not all e-books work across all devices. Titles may not be available and there may be long wait lists. These factors may contribute to the larger tendency to purchase e-books, but the nature of e-readers themselves and the environment of e-reading may also encourage different sorts of behaviors.
Let?s start with the last book you read: How did you find it? Of the readers surveyed, recommendations from family members, friends, or co-workers topped the list (64%), followed closely by recommendations from online sources (28%), and recommendations from bookstore staff (23%). Only 19% reported getting recommendations from libraries or library websites.

People?s reading choices, then, seem formed by input from a variety of sources. And the library is a repository for reading material, and less of an interactive space. But back to the last book you read, for just a minute?where did you get it?
Forty-eight percent of American book readers (in any format) purchased the last book they read. But book buying is certainly a privilege: The people most likely to have gotten their most recent book from the library were those earning $30,000 or less, and those specifically in limited income brackets such as teenagers and older adult. In addition, non-tech owners (people who don?t own tablets, e-readers, or cell phones, or have Internet access) were more likely to visit the library for books than tech owners.

E-book readers in general are more likely to get book recommendations from online sources, such as online bookstores and websites. These environments encourage immediate purchases, and tend to have a wider selection of materials available.
While online recommendations provide the benefit of aggregated comments, though they raise the question of how to vet those comments and weigh the raters. To this end, adoption of social bookshelf apps and the social integration of many consumer sites that allow users to share purchases and preferences, move recommendations from family members, friends, and co-workers to online spaces.
Personally, I?m a browser. I rely less on personal recommendation, and I tend to focus on authors and genres I enjoy. How?and where?are you getting your books?
*A report from Pew Internet indicated that tablet and e-reader ownership doubled following the 2011 holiday season, making them a ?must have? gift for adults.

CALGARY (Reuters) - Canada's Enbridge Inc. said an oil spill in Wisconsin had forced it to shut down part of the main pipeline system delivering Canadian crude to U.S. refiners on Friday, a fresh blow for a firm already facing fierce criticism from regulators.
Almost two years to the day after a major spill on a different part of its network, Enbridge shut down Line 14 after a leak that it estimated at around 1,200 barrels of oil. The 318,000 barrel per day (bpd) line, part of the Lakehead system, carries light crude oil to Chicago-area refineries.
"Enbridge is treating this situation as a top priority," said Richard Adams, vice president of U.S. Operations at Enbridge. "We are bringing all necessary resources to bear."
The cause of Friday's spill was undetermined and Enbridge Energy Partners said it had no estimate on when flows would resume. Line 14 is one of four lines that ship mainly Canadian crude via Lakehead, a 2.5 million bpd network that is the principle route for Canadian exports.
The news will not help Enbridge build public trust in its network, which has come under scrutiny following several high-profile incidents, including a spill in Alberta last month and a massive leak in Michigan two years ago.
Just weeks ago, the U.S. National Transportation Safety Board delivered a scathing report of Enbridge's handling of the July 2010 rupture of its Line 6B near Marshall, Michigan, which led to more than 20,000 barrels of crude leaking into the Kalamazoo River. U.S. pipeline regulators fined it $3.7 million for the spill, their largest ever penalty.
The incidents have caused furor just as the company seeks approval for its C$6 billion Northern Gateway pipeline to Canada's West Coast from Alberta amid staunch opposition from environmental groups and native communities that warn against oil spills on land and in coastal waters.
This month, Enbridge Chief Executive Pat Daniel acknowledged in an interview with Reuters that the criticism of the company, especially from the U.S. regulator, makes it more difficult to convince Canadians to support Northern Gateway.
"It really raises some serious questions about the system, and we really have to take a hard look at this," said Dan Woynillowicz, spokesman for the Pembina Institute, a Canadian-based energy and environment think tank.
The spate of incidents shows the need for regulators to take a much more active role in investigation and enforcement, possibly including more physical checks by regulators of data submitted by operators, he said.
This month, under growing public pressure, Alberta said it would launch a probe into its pipeline network.
KEYSTONE COPS
In its report earlier this month, the NTSB said it found a complete breakdown of company safety measures, and that Enbridge employees performed like "Keystone Kops" trying to contain it. The rupture, which went undetected for 17 hours, spilled more than 20,000 barrels of heavy crude.
The board said the main failure was due to multiple small "corrosion-fatigue cracks" that grew over time to create a breach in the pipe over 80 inches long. It said Enbridge knew for years that the section of pipe was vulnerable.
The Pipeline and Hazardous Materials Safety Administration, or PHMSA, said its probe uncovered two dozen regulation violations related to the leak, which spawned a massive clean up that the company has estimated will cost more than $700 million.
In response to the report, Enbridge said it believed its personnel were trying to do the "right thing" at the time.
Enbridge said Line 14 was a 24-inch diameter pipe that was installed in 1998, making it a relatively new line. In most cases, smaller pipeline leaks can be repaired quickly allowing operations to resume pumping, although regulators may require significant work if they find any cause for alarm. Following the leak two years ago Line 6B was shut for over two months.
No injury was reported at the line, which is near Grand Marsh, Wisconsin, Enbridge said.

There is plenty of choice to choose from when having a starter and main course. Choosing a combination of a two or three course meal adds plenty of flavour to your meal. For example the tricore a florentina pizza and a chocolate dessert sounds a good choice on your visit to Italian restaurant Gants Hill.
The pizzas appear in different styles and toppings. The customers view of choice with pizzas rather than standard ones gives them something they would prefer to order. During your visit to this restaurant customers can listen to nice easy going music and have a pleasurable meal at same time.
In addition to to having either a starter or main course many dishes served with classic olive oil. Majority of Italian meals serve virgin olive oil and many flavours get released. Favourable sauces like tomato or pesto are also used on other main meals.
Keep a watch on promotional offers at this Italian restaurant in Gants Hill. Being a previous dinner I like to take privilege of next upcoming promotional offers. We certainly enjoyed the meal and especially at 20% discount over the queens jubilee.
Most people are satisfied with a good wine selection in this restaurant. It was difficult to know each wine brand on the menu, however their quality was excellent. A meal in this restaurant can still be liked even more with a non alcoholic beverages.
To comment further on my experience there is room for future visits to this restaurant. It is a fact that their website can speak for itself as well as the visit made. The price is adequately fair and without exaggeration they provide a gold star levels of service.
Many dinners travel to this restaurant from outside the North East London region. This denotes the popularity of this Italian restaurant is in Gants Hill. En route to visitors going to bars and clubs in the area the restaurants attracts a wide audience.
We will more than likely be on the lookout for the next offer available. There is a promotional offer present over the Olympics period. My advice is to use one of these promotional offers and not miss out on what this restaurant has in store.

Preliminary data show that the number of young Spaniards emigrating in search of better jobs has nearly doubled since 2010. Some say the experience they get could ultimately benefit Spain.

More than a decade of robust Spanish growth ended in 2008 as a construction boom went bust, and the global economic crisis further undermined the economy, leaving millions without a job.
But what this means to Spain's long-term future is not certain. Some emphasize the benefits of an?internationally experienced generation upon their return, while others stress that their exit is depriving Spain of its most promising workers.
?We?re leaving because of the crisis, but the experience we?ll get in the US is more rewarding,? said German Coppola, a 37-year-old who in September is slated to move to Texas with his wife and three small children, after deciding to take a job in a technology company rather than taking a risk in Spain by continuing his own business.
?I got a good job offer doing what I do,? Mr. Coppola said. ?On the other hand, the Spanish market is not fit for small companies in the technology sector. And most of our clients don?t have money to invest, and if they do, they don?t know what to invest it in.?
The Spanish National Statistics Institute released preliminary data for the first half of 2012 last week, showing a rising exodus of Spaniards since 2009.
From 2009 to 2010, the number of Spaniards that moved to other countries increased by 5 percent, while in 2011 the percentage increase soared to 70 percent. In the first half of 2012, the number climbed almost 45 percent compared to the same period last year.
The number of departures, which in 2011 tallied almost 62,500 Spanish-born citizens, should not be taken at face value. It is difficult to track migratory movements, especially within a borderless European Union. But the trend is indisputable.?
When the official statistics came out last week, Spanish media, many politicians, and columnists took a pessimistic view and warned of a brain drain that would deny Spain its most promising engineers, doctors, scientists, and similar professions in the future.
Of those who left in 2011, one-third were aged between 22 and 35 years old. The data suggest that most moved to a country within Europe, and to a lesser degree to Latin America and the US. The number of Spanish citizens that left in the first half of 2012 increased by 45 percent.

An experiment to study the effects of microgravity on fish will bring 32 medakas, a small fish native to Southeast Asia, to the International Space Station in October.

NASA astronaut Kevin Ford and Russian cosmonauts Evgeny Tarelkin and Oleg Novitskiy are scheduled to launch to the International Space Station on Oct. 15 from the Baikonour Cosmodrome in Kazakhstan. Their Soyuz TMA-06M capsule will also be carrying 32 medaka fish ? a type of fish native to Southeast Asia ? to the orbiting complex.
"They'll be on our Soyuz with us ? 32 fish, plus the three of us," Ford told reporters in a news briefing Thursday (July 26).
The medakas will become part of an experiment carried out on the station to investigate the effects of microgravity on fish. The astronauts aboard the outpost will monitor changes in the fish as they live in orbit. [7 Everyday Things that Happen Strangely In Space]
"When we come onboard, one of the first items will be to get these fish transferred and into their habitat and get the experiment underway," Ford explained.
The fish will stay in a special aquatic habitat that is being delivered to the space station by a robotic Japanese cargo freighter. The Japanese unmanned H-2 Transfer Vehicle-3, or HTV-3, launched into orbit on July 20, and arrived at the space station today (July 27).
Scientists are particularly interested in how the skeletal systems of fish change in the near weightless environment aboard the space station, said Julie Robinson, an International Space Station program scientist.
It has long been known that exposure to microgravity for extended periods of time can carry negative consequences, including loss of muscle and bone density. To prevent lasting harmful effects, space station astronauts adhere to rigorous exercise regimens, and doctors on the ground closely monitor their health.
But experiments such as the one with medaka fish do not hold potential benefits for only spaceflyers. The results of these types of studies can have far-reaching effects on Earth, too.
"It's an experiment, essentially, for osteoporosis," Ford explained.
The lessons learned from studying the skeletal systems of fish in space can inform scientists on the ground about how bones degrade over time here on Earth. This type of scientific research is part of what inspired the motto for this space station-bound crew: From the Earth, for the Earth.
"The idea is that the space station is up there for everybody, and even though it's essentially 15 countries that put [forward] their resources, it's really there for everybody on the planet."
But for Ford, Tarelkin and Novitskiy, the medaka fish will also be their companions for the thrilling journey to the International Space Station.
"I won't have my 'gone fishing' hat, though," Ford joked.

Last night I attended the 1st London OpenStack Meetup, accompanied by fellow Red Hatters, Richard Morrell & Steve Hardy. The event was held in the ?Bluefin? building on the south bank of the Thames. Not co-incidentally, since they were organizing this event, this is the same building that Canonical recently moved into. From the meeting space, we were treated to fabulous views across London via the open air roof terrace, and were kept fed & watered with pizza & drinks. Perfect for the hot weather London is currently enjoying.
As well as being an opportunity to meet & greet other people involved/interested in OpenStack, there were 3 talks scheduled.? The presentation room had capacity for approx 100, and the attendees pretty much filled it ? probably 85-90 people attending at a guess.? There was a brief introduction / welcome from Mark Baker, then it was straight into the talks, nominally scheduled for 20 minutes a piece.
With the main talks out of the way, there was just time before the food & drinks, to have a 5 minute lightening talk by Steve Hardy on the subject of Heat API. This was a new project to me, and most people in the room. The gist of it, is that it provides an alternative to AWS CloudFormation, using a compatible template syntax & API, to enable easier migration off Amazon, to an OpenStack based cloud. The developers of Heat API are hoping to become an OpenStack Incubator project in the future, and have structured their code to fit in with all normal OpenStack coding practices.
The talks were all professionally video recorded by the technicians in the conference room we used, so I presume they will be published online somewhere in the not too distant future. Richard Morrell also took an audio recording of my talk, to be made available in podcast format soon.
Right at the start of the evening Mark Baker suggested we (the OpenStack London community) should aim to hold a second meetup in the September timeframe, even daring to go monthly after that. There was a call for other companies in the community willing/able to help out with the organization/funding for future meetups? ? basically finding a suitable meeting space for ~ 100 people, and providing food + drink. Of course future events will also rely on people volunteering to talk/present on interesting subjects related to OpenStack, to keep the potential audience entertained & informed. Given the success & enjoyment of the 1st meeting, I look forward to many interesting London OpenStack events in the future. Thanks to all the people involved in organizing this 1st event, to the other speakers for their time, and of course the audience for coming along to listen to us all!

Bangladesh has asked the World Bank to review its decision to cancel a $1.2 billion loan for a major road and rail bridge, saying that a senior minister had resigned over the graft allegations.
The Washington-based lender cancelled financing for the Padma bridge, which would transform the country's transport network, in June, explaining the government did not cooperate in probing "high-level" corruption in the project.
"Though no evidence has been found... former Communications Minister Syed Abul Hossain has resigned to help the probe, though he claimed his innocence," Finance Minister A.M.A. Muhith said late Wednesday.
"We're still hopeful that the World Bank will reconsider the matter," he said.
Hossain was alleged to have sought a bribe from a Canadian firm bidding for part of the bridge project.
The cancellation embarrassed Prime Minister Sheikh Hasina as the 6.2-kilometre (3.8-mile) bridge was one of her key election pledges.
The World Bank recently said it was "technically possible" to reinstate the loan, but only if its demands were fully met to investigate and remove tainted officials.

Alongside the release of OS X 10.8 Mountain Lion, Apple also updated iTunes U to allow teachers (and virtually anyone) to create courses for the iPad. More specifically, the courses that are created can be shared and viewed in the iTunes U iPad app.
Now it?s easier than ever to unleash the full potential of iPad in your classroom by creating your own courses for iPad. You get to share your ideas in a powerful new way, and your students get a rich, immersive learning experience using the iTunes U app for iPad. iTunes U is available no matter where you teach ? at any college, university, or K-12 school.
It turns out that you actually don't have to be a teacher at all to create an iTunes U course. All you have to do is visit the iTunes U Course Manager page and create an account. However, the catch is that if your Apple ID is not associated with an educational institution, you cannot publish your course to iTunes U, but are given a link that you can share with whoever you want. When someone clicks on the link with their iPad, they will be taken to the iTunes U app and be granted access to your course. Apple ID's that are not associated with an educational institution are limited to creating no more than 12 courses and enrolling no more than 50 students per course.
This lower level of entry is awesome for teachers at schools that do not have an iTunes U account. For example, since the community college I teach at does not have an iTunes U account, I have never been able to create an iTunes U course to use alongside my courses. Now I can! Smaller K-12 schools may also not be interested in the hassle of creating an iTunes U account for their institution, but individual teachers can choose to use it anyway. This really was a smart move by Apple. Especially with the iPad mini's imminent release.
However, the biggest thing that iTunes U currently has going for it is its availability on the iPhone and iPad. In terms of flexibility for teachers, there are a similar services, like Udacity, that are much more robust than iTunes U. Personally, if I ever choose to incorporate an online version of one of my courses, I probably will not go with iTunes U. Now, that may change if a large percentage of my students have iPads once the iPad mini is released, but with only 1 or 2 of my students owning iPads, iTunes U just isn't a practical choice for me -- it leaves too much to be desired.
In addition to the changes for teachers in iTunes U, the iTunes U iPhone and iPad app has also been updated for students.
iTunes U 1.2 now makes it easy to take notes while watching or listening to a lecture. This update also adds the ability to search within posts, assignments, notes, and materials ? from any of your subscribed courses ? using the improved Search feature in iTunes U. It is also now simple to share your favorite courses with friends using Twitter, Mail, and Messages.
So what do you think about these changes to iTunes U? Are you a teacher and planning to use iTunes U to supplement your class? I'd love to hear from students as well -- do you want your teachers to start using iTunes U? Have you ever taken an iTunes U course? What was it a good experience? Let us know!

Photographer David Binder began documenting stories about AIDS in the late 1980s and became well known for humanizing the epidemic for various publications, including Life magazine and The Philadelphia Inquirer.
Over the course of 25 years, Binder has approached the subject from different angles: By spending time at Camp Sunburst, a program for families coping with AIDS; and with a former drug user turned activist, who started an underground needle-exchange program; and with a Playboy model struggling to live with the disease.
Binder's long-term documentation of Gail Farrow and her family deftly shattered reader's perception of the epidemic. Farrow, an African-American mother of four, contracted AIDS through a blood transfusion, defying the stereotype that only prostitutes, homosexuals and drug users were vulnerable to infection.
Calling My Children, Binder's documentary about Gail and her family, will be screened Wednesday night at the U.S. Capitol in conjunction with the International AIDS Conference. Watch the video to hear Binder's own words about this invaluable body of work.

Managing and operating a business these days not only entails much effort but much time as well. However, there is still a need for every business to perform efficiently and to provide the best service that they can. Most importantly, it is essential that the company has to see to it that it has a healthy financial return for their investments. One way to ensure proper financial monitoring is through a thorough and efficient accounting system. However, in order to do this, there is a need for the expertise of a skilled accountant to do this task. It is on this situation that a professional firm will be best engaged. A professional accounting firm has the best accountants under its employ who can better handle the accounting aspects of your business. In this way, the management of your finances are taken off your back so you can better channel your effort and energies to promoting your business? services or product, meeting clients and investors, and motivating your employees.
What are the services that an accounting could do for your business? There are varying professional services being offered by an independent accounting office and this includes bookkeeping, payroll management, annual returns and tax filing, financial analysis, budgeting and sound financial advice.
In selecting an accounting firm to provide professional accounting services to your business, you have to consider several factors. One of these is the reputation of the accounting. Choose an accounting firm that has a positive reputation and name. You can research about the image of your potential accounting firm either on the internet or through feedback from your trusted acquaintances. See if the firm has certified and licensed accountants and belongs to a professional accounting body. Their length of business is also a consideration. It is important to remember that the popularity of it does not necessarily mean that they are already the best firm. So choose carefully and wisely, because it is essential that you employ that you could trust.
Another thing to consider in selecting for your business is the cost of the service that they will offer. Often, accounting firms offer a cost per item or per package. Select a service that could best meet your business?s needs. You have to understand that you will of course spend a little for the engagement of an accounting firm but the cost you spend will all be worth it as you can be at peace knowing that the financial matters of your business are in good hands.
If you are not an accountant yourself, it is better and wise to engage accounting services for your business. Having a trustworthy and competent accounting firm beside you as you operate your business brings a lot of advantages. The professional help that they perform is valuable as only professional accountants have the expertise and competence to traverse the complicated matters of taxation and bookkeeping. Baseball In The Midst Of A Defensive Shift Revolution - Business Insider. You will never find out how the Tampa Bay Rays decide their shift strategy. However, computers and technology are changing the face of baseball, and the Rays lead the pack in the use of tech to predict baseball tendencies. Without question, the Rays shift more than any other team in baseball. Spray charts, and tendencies, and one on one matchup statistics are all part of the the way that technology is changing baseball, in much the same way that computers and the Internet are changing most business models. Lawyers are using computers and the Internet to file pleadings, do legal research, do background research, and many other tasks that used to be performed manually. Ask Joe Maddon and he will tell you that technology can tell him things about situational baseball that used to be run by instinct. And, I get to talk about my favorite sport in a blog about legal technology. It doesn't get any better than that.

BOSTON -- Mitt Romney adopted a mixed bag of immigration policies during his four years as Massachusetts governor.
He fought against in-state college tuition rates for undocumented immigrants, pushed hard to give state troopers expanded powers to arrest those in the country without documentation, and championed English-only classes for bilingual education students.
Yet Romney also showed a more compassionate side, personally interceding on behalf of an immigrant teacher facing deportation whose case drew heavy news coverage across the state. In 2004, Romney signed into law a requirement that immigration judges warn non-citizen defendants that pleading guilty to certain crimes could ultimately lead to their deportation.
Romney has recommended more funding for English as a Second Language programs because he wanted to help newcomers to this country become better equipped to compete for jobs by learning English, his campaign noted.
Romney's varied record on immigration after being elected governor in 2002 could help shed light on how he'd tackle the issue if he becomes president.
"Mitt Romney's view is that immigration is what built this country and that we should encourage legal immigration, but that we are also a nation of laws and that we should say no to illegal immigration," Romney spokesman Eric Fehrnstrom said in an e-mailed statement. "This very simple view is what informed Mitt Romney's policies as governor."
Candidate Romney has presented differing profiles during the 2012 campaign.
He struck a hard line during the GOP primary season as he courted conservative voters, but softened his rhetoric on immigration after emerging as the likely Republican nominee, seeking to gain ground with Latino voters critical to his chances in the fall against President Barack Obama.
Romney's campaign is working to woo Hispanics who have supported Democrats in previous presidential elections. Their support is expected to be critical in battleground states such as Nevada, Florida, Virginia and Colorado, where significant populations with Mexican and Central American origins are especially worried about immigration policy.
Heading into the leadoff Iowa caucuses in January and facing the challenge of winning over the right-wing GOP base, Romney vowed to veto the so-called DREAM Act, a bill backed by Democrats that would create a path to citizenship for undocumented immigrants brought to the U.S. as children.
Romney's tough talk bothered many immigrants. Instead of emphasizing the plight of undocumented immigrants, he focused on the consequences unauthorized immigration has for U.S. jobs.
He hasn't said whether he would reverse Obama's decision this year to stop deporting some undocumented immigrants who came to the U.S. as children. Romney has said Obama's executive order to allow some of them to obtain work permits and stay in the U.S. was problematic because it can be reversed by subsequent presidents.
Complaining that the nation's immigration laws have become a "muddle," Romney has called for a national strategy and pledged he would tackle immigration during his first year in office.
He's stressed his support for giving legal status to undocumented immigrants who serve in the military. He favors a U.S.-Mexico border fence. But he's also vowed to "staple a green card" to the diplomas of immigrants who receive advanced degrees.
Romney supports establishing an immigration-status verification system for employers and he would punish them if they hire non-citizens who do not prove their legal status. He backs more visas for holders of advanced degrees in math, science and engineering who have U.S. job offers, and he would award permanent residency to foreign students who graduate from U.S. schools with a degree in those fields.
As governor, Romney generally opposed initiatives favored by immigration advocates, although they occasionally found common ground.
One of Romney's more contentious decisions came late in his term in 2006 when he signed an agreement with federal authorities allowing Massachusetts State Police troopers to arrest and seek deportation of suspected undocumented immigrants they encounter during their normal duties.
Immigration activists opposed the initiative, saying it would drive a wedge between immigrants and police, discouraging them from reporting crimes or seeking critical services.
Shortly after taking office Romney's Democratic successor, Gov. Deval Patrick, rescinded the agreement, saying he wanted to free troopers to focus on gun, gang and drug crimes.
Romney also pushed for changes to the state's decades-long bilingual education system.
Massachusetts was the first state to adopt bilingual education, but during his 2002 campaign Romney embraced an "English immersion" ballot question aimed at replacing two-way bilingual education with one-year, all-English classes intended to move non-English speakers into regular classes as quickly as possible.
Some Hispanic and immigration advocates opposed the measure, which won wide public support, but Romney fought against efforts to delay implementation of the English-only classes.
He ultimately lost one battle when lawmakers in the Democratic-controlled Legislature created some exemptions to the law and later overrode Romney's veto of those exemptions.
Romney accused lawmakers of "unfathomable arrogance" and flouting the will of voters.
Immigration advocates found a rare moment of agreement with Romney in 2004 when he signed into law the requirement that immigration judges warn non-citizen defendants that pleading guilty to certain crimes could ultimately lead to their deportation, even if they were currently in the country legally.
"That was one positive thing that happened during his term," said Eva Millona, executive director of the Massachusetts Immigrant and Refugee Advocacy Coalition.
She said that victory was overshadowed by other stances, like Romney's opposition to allowing undocumented immigrants brought to the country as children to pay the same tuition rates at state colleges as legal Massachusetts residents.
"Overall he has been consistent in his misconception about immigration. We never found him to have a big vision about reform on immigration issues," she said. "He lacks understanding and focuses more on politics than policy."
Romney showed a more personal approach on immigration in 2005 after students rallied behind a beloved schoolteacher facing deportation.
Obain Attouoman, then a 42-year-old teacher at Boston's Fenway High School, fled political persecution in the Ivory Coast in 1992 and later applied for asylum in the United States. But he missed a hearing with an immigration judge in 2001 and was ordered deported.
Romney joined a chorus of public officials ? including Massachusetts Democratic Sens. Edward Kennedy and John Kerry ? in urging a reprise for Attouoman, who won a delay but was ultimately deported in 2008.
In a letter to then-Homeland Security Secretary Michael Chertoff in 2005, Romney pleaded Attouoman's case, calling him "a teacher and role model."
"The unique and impassioned effort by these students to convey to our government the important contribution of Mr. Attouoman certainly demonstrates the impact he is having as a member of our education community," Romney wrote.

And you may not know this, but for a long time Europeans looked onward to the U.S. and thought to themselves, "Ha! We have plenty of room left for growth! And plenty of talented, educated people!
