Egypt president-elect to head to Tahrir Square
CAIRO (AP) ? Egypt's president-elect plans Friday to address thousands who have camped out in Cairo's Tahrir Square to demonstrate against the military's hold on power despite the election of a new civilian leader, a nod to the protesters who supported his bid for leadership.
Mohammed Morsi of the Islamist group, the Muslim Brotherhood, is the first president to be elected after the uprising that forced longtime leader Hosni Mubarak to step down. But he is already facing a serious challenge after the ruling generals who oversee the transition took a series of decisions that undermine the powers of his office before his swearing-in.
Morsi's spokesman, Yasser Ali, said the president-elect wants to stand with the thousands who have been in the square for over a week to express concern about the power grabs.
"He wants to confirm that people are the source of his power," Ali said. "He wants to show unity with his people over issues of the transition, which is now ending."
The ruling generals said they will transfer power to an elected president by July 1. But days before Morsi was declared winner, they gave themselves sweeping powers that undercut the authority of the president. The generals' constitutional declaration also designated them the country's legislature, following a court decision that dissolved the country's first freely elected parliament, which was dominated by Islamists.
Protesters took to the streets, demanding that the generals rescind the declaration and reinstate the parliament.
Morsi's first test in his power struggle with the generals will be the venue of his oath-taking ceremony.
He will be sworn in before a high court Saturday. Traditionally, presidents are to be sworn in before parliament. For many of the protesters, Morsi's swearing-in before the court, as dictated by the generals' constitutional declaration, was a concession to the military.
"We demand from the president of the republic that he calls off the constitutional declaration, reinstate the parliament as it was, and to stand here among us to be sworn in and swear he has all his powers," said a preacher in the square who addressed the crowd before Morsi arrived.
"From now on, we make our demands to the president of the republic, not the military council. The military council no longer rules Egypt."
Ali said Morsi's agreement to take oath before the court does not mean the battle to regain his powers is over.
"This is an affirmation that (Morsi) respects the law and constitution," he said. "It doesn't mean approval of the declaration."
Speaking to newspapers editors Thursday, Morsi said there are still discussions on how to on how to implement the law dissolving the parliament. The court decision declared a third of the elected seats unconstitutional and Brotherhood lawyers argue it is still possible to only dissolve that third. Morsi urged patience.
Morsi, the first elected Islamist leader of an Arab country, is also trying to reach out to many of the liberal and secular forces that were behind the uprising. They, along with Egypt's Coptic Christian minority, fear Morsi would work to establish a religious state. Most of those groups have stayed out of the protest in Tahrir.
However, the prominent April 6 youth movement took part in the square protest.
"We should be patient with one another, two, three or four years, and try to live together in this atmosphere of freedom and democracy after the revolution," he told the editors, according to comments published in the state-run Al-Ahram daily. "This is definitely a better atmosphere than before. But there are big challenges."
Before heading to Tahrir, Morsi prayed in Al-Azhar mosque. Al-Azhar is the Sunni world's most prestigious learning institution, and represents moderate Islam. Morsi's visit there is an acknowledgement of respect to the institution.
Protesters in the square chanted, "The military council should leave tonight," and, "The president takes the oath in the square."

Design and Features
Measuring 0.5 by 3 by 4.75 inches (HWD) with the USM (a proprietary interface) adapter (and 0.5 by 3 by 4.4 inches without), the Backup Plus's compact chassis is complemented by its tasteful, low-key aesthetic. While our test unit was black, it also comes in silver, blue, and red. Constructed entirely out of plastic, its primary visual flourish is the brushed faux-metallic finish on the lid, with the Seagate logo on its lower right side. While I prefer the sturdiness of a metallic drive along the lines of, say, the Western Digital My Passport Studio (1TB) ($179.99 list, 4 stars), the Backup Plus is nonetheless a handsome drive that, at either 5.4 or 5.9 ounces (depending on whether the USM adapter is attached), can easily slip into a laptop bag without adding any noticeable heft.
The real draw is the USM adapter, which securely fastens to the rear of the drive in the same manner as the GoFlex line. As was the case with the GoFlex Turbo, the USM adapters are available for USB 3.0 (tested), FireWire, and Thunderbolt. While some may find fault with having to shell out the extra cash for additional adapters, it's nonetheless a cheaper option than purchasing a new drive altogether, not to mention the added convenience of using the same drive rather than transferring your data over another for the sake of employing a different connection method.
Once you plug the drive into a PC, you see a revamped version of Seagate's Dashboard program. The new Dashboard was clearly designed with simplicity in mind, as its clean interface presents three options: Protect, Share, and Save. The Backup Plus comes formatted for NTFS but can be reformatted for Macs. The only shortcoming in this regard is the "Protect" feature of the Dashboard, as it's not Mac-compatible. This isn't necessarily a fatal flaw since Mac users can perform the same task via Time Machine. Mac users can still utilize the rest of the Backup Plus's abundant set of features. In comparison, the Clickfree C6 Portable (1TB) ($150 street, 4 stars), is not compatible with Macs.
Performance
Although the drive we received from Seagate came equipped with USB 3.0, Seagate's USM adapters come in three flavors?FireWire, Thunderbolt, and USB 3.0. Using USB 3.0 (via the USM adapter's Micro B Port), the Backup Plus outpaced every portable drive in its class. It copied our 1.22GB test folder in a blazing 15 seconds, sprinting ahead of the Clickfree C6 (17 seconds) as well as the GoFlex Turbo (750GB) (18 seconds). Although a difference of a few seconds may initially seem negligible, the distinction becomes more pronounced when multiple large files are transferred. The Backup Plus's USB 3.0 speeds resoundingly trumped the WD My Passport Studio (1TB) using FireWire (31 seconds). Insight: As Congress looks away, U.S. tiptoes toward exporting a gas bounty
WASHINGTON (Reuters) - In a bitterly divided U.S. political environment, there's at least one thing Republicans and Democrats can agree on: Avoid a public showdown on natural gas exports, arguably the most important energy policy decision in recent memory.
While fluctuating gasoline prices, the Keystone pipeline and the fight over fracking steal headlines, the question of how much of the newfound U.S. shale gas bounty should be shared with the rest of the world goes largely without comment or coverage -- despite holding far wider and longer-lasting consequences.
The reason is clear: unlike the relatively simple, black-and-white issues that politicians often favor and voters connect to, liquefied natural gas (LNG) is deep, deep gray.
It affects a tangled web of constituents, from Big Oil to international allies such as Japan, pits free-trade orthodoxy against the domestic economy, and requires an awkward explanation of why allowing some exports -- inevitably raising U.S. energy prices in the short term, even if at the margin -- may ultimately be better for the country in the long run.
All the same, this U.S. president or the next will have to make a tricky decision, and its consequences may only become clear years from now: How much U.S. gas should be sold to other countries if it means boosting prices for consumers at home?
"Right now I don't think this issue is getting anywhere near the attention it deserves," said Democratic congressman Edward Markey, one of a small number of politicians actively seeking to rein in energy exports.
"Keystone and Solyndra are election-year political sideshows," he said, referring to the bankruptcy of a government-funded solar panel maker. "This is the main event."
But lobbyists on both sides of the issue say it suits them best to keep the subject out of the headlines. The gas producers that stand to benefit from higher selling prices see no upside from a public brawl, while many manufacturers who could benefit from continuing low prices shy away from anti-export statements.
With Congress unlikely to weigh in, the decision falls to a small, obscure unit of the Energy Department, the Office of Natural Gas Regulatory Activities.
The department's statistical branch has been criticized for failing to predict how new drilling techniques would revolutionize the sector, and how quickly the vast stores of unearthed gas would send domestic prices to unsustainable lows.
So the natural gas office is now awaiting advice from a second and final report on the economic implications of exports -- a report so sensitive that the government has kept it under wraps, including the identity of the consultants preparing it.
SHHHHHHHH, SOFTLY-SOFTLY
Not since the liberalization of power markets in the 1980s have politicians had more sway over future energy costs -- or been less willing to grapple publicly with the issue.
Only one hearing on LNG exports has been held to date in the Senate, and in the House of Representatives, the Energy and Commerce Committee has no plan to hold hearings at the moment.
Markey has struggled to get traction behind legislation that would block gas exports, a measure almost certain to fail to pass through the divided Congress. Few lawmakers openly oppose exports, though even fewer vocally advocate a fully open market that would raise prices at home.
The Obama administration has said it will wait until the gas office releases the final economic analysis of LNG exports to make any decision on eight pending applications to sell liquefied natural gas to countries with which the United States has no free-trade agreement -- the most political step of the multiple state and federal approvals needed to send LNG abroad.
The report was due out this spring, but in March the administration pushed back the release until later in the year. A White House official said on Monday the report could be released in the next few weeks.
Overall, the boom in the energy sector, coupled with a slow recovery in domestic manufacturing, could raise gross domestic product by 2 to 3.3 percent by 2020, according to a recent analysis by Citigroup. But exports could force politicians to play favorites, effectively choosing between energy companies and industry.
Democrats, often critical of the oil and gas sector, are wary of getting out in front of an issue that divides even the manufacturers benefitting from low gas prices. Republicans, who favor free trade and support fossil fuel development, are leery of being accused of raising costs for consumers and industry.
"No politician wants to be accused of raising end-user prices to add to oil companies' bottom lines," says Kevin Book, an energy analyst at Clearview Energy Partners.
So for most officials willing to take a stand, it is inevitably one of moderation. Few are ready to weigh in on the toughest question: How much is too much?
Senator Ron Wyden, a Democrat who has backed the pause in the permitting process, knows how quickly fortunes can change: just a few years ago he witnessed the battle over the prospect of a gas import terminal in his home state of Oregon at a time when the industry was convinced of a growing U.S. gas deficit.
Instead, the pioneering use of hydraulic fracturing and horizontal drilling has lifted economically recoverable U.S. reserves of natural gas to 500 trillion cubic feet, a previously unimaginable level.
"I've always supported market-expanding agreements, and I'm trying to balance that with the fact that, with natural gas, America now has a strategic advantage," Wyden said.
"This is something where we now lead. I just want to make sure we don't trade it away," said Wyden, who is in line to be the top Democrat on the Senate energy committee next year. Unlike Markey, he has no plans to push legislation that would prevent exports, an acknowledgement of the issue's complexity.
Republicans in the House Energy and Commerce Committee believe gas companies would likely export marginal amounts compared to the current supply, and any price effects will be minimal.
"If we don't have some sort of exports, it's not going to be economic to produce as much gas here," a committee Republican aide said.
CONFLICT ON CONFLICT
Congressman Gene Green, a Democrat on the House energy committee who represents the greater part of eastern Houston, said he supports LNG export projects -- on a case-by-case basis. His district includes a chemical complex, and such plants tend to be large consumers of natural gas. Several companies plan to build new U.S. facilities to take advantage of now-low prices.
"We can simultaneously have reasonable natural gas prices that foster chemical industry expansion while we export natural gas," Green said.
Energy-intensive manufacturers are keen to use cheap gas to boost domestic production, but many companies also have plants overseas that could benefit from U.S. gas exports. Others are wary of advocating any measures that would impinge on free trade. They too are taking a quiet, moderate stance.
Although Dow Chemical is a major consumer of natural gas, it supports a limited amount of exports, controlled perhaps by some kind of quota based on total gas production.
"As a proponent of fair and free trade, (Dow) opposes policies that arbitrarily limit reasonable exports of natural gas to free-trade agreement countries or that provide for unlimited global exports," the company said in a statement.
BIG STAKES
The surge in gas output has made companies such as Chesapeake and Exxon Mobil's XTO victims of their own success, unleashing a surplus of supply that could keep prices -- and therefore profits -- depressed for decades.
For them, selling gas to Japan or Europe -- which buys imported LNG at five or six times the domestic price of $2.50 per million British thermal units -- is essential to continue expanding their U.S. business, creating jobs in the process.
The shale gas boom is on track to support 1.5 million jobs across the United States by 2015, according to an industry-funded study by IHS Global Insight.
Export licenses will make big winners out of some firms such as Cheniere, which last year secured the first and, so far, only export permit from the Energy Department.
For those that get the green light, the multibillion-dollar terminals are likely to be buzzing for decades, freezing and compressing the gas at a temperature of -260 degrees Fahrenheit (-162 Celsius) for seaborne shipment on special tankers.
But others in the queue -- which includes firms from utility Southern Co to gas giant BG Group and Australian bank Macquarie -- could come out disappointed, as few analysts expect all the projects to be approved.
"I don't think they are going to give blanket approval to all takers, but on a case-by-case basis, I think they would be favorably disposed if the supply is there," said Frank Verrastro, director of the energy and national security program at the Center for Strategic and International Studies.
The eight projects pending review span from Maryland to Oregon. Including Cheniere's Sabine Pass in Louisiana, these sites could export more than 12 billion cubic feet per day of gas -- equivalent to about one-sixth of current U.S. demand.
TAPPING THE BOUNTY
If the gap between global and domestic prices remains wide, as many analysts expect, more export projects are certain to be brought forward and the government may draw a line in the sand.
A ban on energy exports is not without precedent. The Mineral Leasing Act of 1920 and the Outer Continental Shelf Lands Act require a presidential waiver for the sale of most unrefined crude oil abroad, essentially blocking exports.
Even with a boom in domestic oil output, the United States is in little danger of becoming an oil exporter. But gas is far less fraught with geopolitical significance.
"Oil has been a political issue. Natural gas has never been that," said David Wochner, an attorney for the Sutherland law firm that represents natural gas producers.
Heather Zichal, a White House energy adviser, told a recent conference that the administration was not opposed to exports and that it wanted "analysis to drive the decisions".
That puts the burden squarely on the Energy Department's natural gas regulatory office and its coming report.
It remains to be seen whether the prognosis from the department's commissioned study is more prescient than previous examinations of the shale gas surge, which has proven extraordinarily hard to predict.
A much-critiqued, department-commissioned analysis earlier from the Energy Information Administration found that approving all pending export applications could add as much as 9 percent a year to prices of the fuel in the next two decades.
A more recent report from the Brookings Institution moderated the EIA finding, predicting that sending U.S. gas abroad would have only a "modest" upward impact on prices and that U.S. manufacturers would stay competitive despite exports.
The department has declined to commit publicly to any timeline for evaluating the export applications. Facing no legislative deadline to act, it can essentially stretch out or speed up the process to its liking.
It is already honing its rationale, including the benefit of using exports as a "balancing" mechanism for the market, one that has been so volatile over past decades that drillers and users have struggled to make long-term plans.
"One of the potential impacts that you might have from LNG exports would be creating a stable block of demand, which helps the market get to a stable sustainable price," Christopher Smith, deputy assistant secretary in the department's office of fossil energy, told Reuters in February.
APPROVALS: WAIT AND SEE
The American Public Gas Association, a lobby group representing publicly owned gas distributors, has been one of the few groups to press lawmakers against exports and supports Markey's legislation.
On the other side of the debate, the Center for Liquefied Natural Gas, a trade group that represents LNG companies, has been reaching out to lawmakers in Congress to "educate" on the process for approving exports.
It spent $40,000 on lobbying last year and about $10,000 in the first quarter of 2012, according to data from the Center for Responsive Politics. Cheniere spent $520,000 on lobbying last year, and $80,000 so far this year.
The LNG group does not want hearings or legislation. It wants Congress to step back and let the Department of Energy decide.
"There's nothing we want done other than letting DOE do its job," said Bill Cooper, the center's president. "We want people to know about the process and that it does work when it's allowed to."

WIMBLEDON, England (AP) ? Five-time champion Venus Williams was eliminated 6-1, 6-3 by Elena Vesnina of Russia at Wimbledon on Monday, the first time the American has lost in the opening round at the All England Club since her debut 15 years ago.
Williams, a seven-time Grand Slam champion, has fallen to 58th in the world rankings since being diagnosed with an autoimmune disease. She lost the first five games on Court 2 to the 79th-ranked Russian and, although she picked up her game and fought hard, was never able to turn the match around.
Defending men's champion Novak Djokovic had no such troubles, beating former No. 1 Juan Carlos Ferrero 6-3, 6-3, 6-1 in the opening match on Centre Court.

Pete Carroll faced a similar situation in 2003 as head coach of University of Southern California when he heard a news broadcast about a local LA child who had been killed due to gang violence.
Something struck a chord in the football coach and he knew he had to change something. The man known for his catchphrase ?Always Compete? knew he had to compete for a better LA.
So twice a month, Pete Carroll left his home at night and drove to South L.A. where gang wars are prevalent and most see no hope of escape.
As Kurt Streeter of the LA Times noted, ?These are not recruiting visits. He?s trying to save lives.?
Carroll would walk the streets and talk to anyone who would stop, listening to their story, encouraging, and just learning about them.
?I don?t go to judge?just to show that someone cares. Just to give people here a little hope,? he says.
Carroll started A Better LA in the midst of his late night ventures. The organization is dedicated to ending inner-city violence and Carroll hopes that the self-improvement thinking he has long used with coaching will help the individuals trapped in poor and dangerous neighborhoods.
With the help of former gang member Bo Taylor, Carroll and his A Better LA team work to identify the charismatic gang leaders, befriend them, and help them change if needed.

Rain from Tropical Storm Debby drenches Florida
MIAMI (AP) ? Tropical Storm Debby spun drenching rains Monday over northern Florida as it hung nearly stationary over the Gulf of Mexico, threatening to inundate low-lying neighborhoods.
Tropical storm warnings were in effect along the Florida Panhandle as the storm parked offshore. Even with the storm's center far from land, it lashed Florida with heavy rains and spawned isolated tornadoes that killed at least one person.
And in Alabama, crews planned to continue searching for a South Carolina man who disappeared in rough surf Sunday afternoon. The man, whose name and hometown were not immediately released, was vacationing with his family when he went underwater around 1:45 p.m. Sunday, said Melvin Shepherd, director of beach safety for Orange Beach, Ala.
The storm also prompted the closing of the sole bridge to St. George Island, popular vacation island in Florida.
Residents in several counties near the crook of Florida's elbow were urged to leave low-lying neighborhoods because of the threat of flooding. High winds forced the closure of an interstate bridge that spans Tampa Bay and links St. Petersburg with areas to the southeast. In several locations, homes and businesses were damaged by high winds authorities believe were from tornadoes.
Authorities in the Tampa Bay area were asking residents and tourists to stay away from flooded streets. Some streets were still under water early Monday, while others were blocked with debris.
The constant barrage of wind and rain triggered fears of the widespread flooding that occurred across the Florida Panhandle during Hurricane Dennis in 2005. Officials on Monday said the main bridge to St. George Island was closed as the storm loomed. Power was already out on the island and authorities said it could be out for days.
As of 8 a.m. EDT Monday, Debby's center was essentially stationary about 90 miles (145 kilometers) south-southwest of Apalachicola, Fla. Debby's top sustained winds were around 50 mph (85 kph) with little change in strength expected over the next day or so. The forecast map indicated the storm could inch forward through the week, eventually coming ashore over the Panhandle. However, a storm's path is difficult to discern days in advance.
Underscoring the unpredictable nature of tropical storms, forecasters discontinued a tropical storm warning Sunday afternoon for Louisiana after forecast models indicated Debby wasn't likely to turn west. At one point, forecasters expected the storm to come ashore in that state.
"There are always going to be errors in making predictions. There is never going to be a perfect forecast," said Chris Landsea, a meteorologist at the National Hurricane Center.
A major concern will be flooding from heavy rainfall. The storm is moving slowly, allowing its clouds more time to unload rain. A public advisory said parts of northern Florida could get 10 to 15 inches of rain, with some areas getting as much as 25 inches.
The Highlands County Sheriff's Office said in a news release that several tornadoes moved through the area southeast of Tampa, damaging homes.
Sheriff's Office spokeswoman Nell Hays said a woman was found dead in a house in Venus that was destroyed in the storm. A child found in the same house was taken to the hospital. No further information was available on the child's condition or either person's age.
Authorities urged residents to leave low-lying neighborhoods in Franklin, Taylor and Wakulla counties because of flooding. Shelters were open in the area.
Wind tore the roof off a marina in St. Pete Beach, and a pier was heavily damaged, said Tom Iovino, a Pinellas County government spokesman. He said no injuries were reported.
As of Sunday, 23 percent of oil and gas production in the region had been suspended, according to a government hurricane response team. Employees have been evacuated from 13 drilling rigs and 61 production platforms in the Gulf of Mexico.
The storm was not expected to result in higher oil and gas prices.
"It's largely a non-event for oil," said Tom Kloza, chief oil analyst at the Oil Price Information Service.
